  • There are EIGHT questions divided in TWO SECTIONS and printed both in HINDI and in ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Questions no. 1 and 5 are compulsory and out of the remaining, any THREE are to be attempted choosing at least ONE question from each section.
  • The number of marks carried by a question / part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a question shall be counted even if attempted partly.
  • Any page or portion of the page left blank in the Question-cum-Answer Booklet must be clearly struck off.

Section A

Q1. Answer the following questions in about 150 words each :
निम्नलिखित प्रश्नों में से प्रत्येक का उत्तर लगभग 150 शब्दों में दीजिए :

(a) उद्देशिका में वर्णित उद्देश्य संविधान के उस मूलभूत ढाँचे को समाहित करते हैं, जिन्हें संविधान (a) के अनुच्छेद 368 के अंतर्गत संशोधित नहीं किया जा सकता । अग्रणी निर्णित वादों के आलोक में इस कथन का विश्लेषण कीजिए ।

The goals specified in the Preamble contain the basic structure of the Constitution, which cannot be amended under Article 368 of the Constitution. Analyse this statement in the light of leading decided cases.

(b) न्यायिक पुनर्विलोकन एवं न्यायिक शक्ति के बीच विभेद कीजिए । संविधान की दसवीं (b) अनुसूची के अंतर्गत उद्भूत वादों के संदर्भ में न्यायिक पुनर्विलोकन की परिधि की व्याख्या कीजिए ।

Make a distinction between judicial review and judicial power. Explain the scope of judicial review with reference to the cases arising under the Xth Schedule of the Constitution.

(c) भारत के संविधान के अंतर्गत सर्वोपरि अधिकार के सिद्धांत की प्रासंगिकता का विश्लेषण कीजिए । निर्णयज विधि की सहायता से इस सिद्धांत की सीमाओं की व्याख्या कीजिए ।

Analyse the relevance of doctrine of eminent domain under the Constitution of India. Explain the limitations of this doctrine with the help of case law.

(d) भारतीय संविधान में उल्लिखित मूलभूत कर्तव्यों को सूचीबद्ध कीजिए । संवैधानिक (d) (बयालीसवाँ संशोधन) अधिनियम, 1976 के द्वारा मूलभूत कर्तव्यों को भारतीय संविधान में समाहित किए जाने का तर्काधार क्या है ?

Enumerate the list of Fundamental Duties as provided in the Constitution of India. What is the rationale of incorporation of Fundamental Duties under the Indian Constitution through the Constitutional (Forty-second Amendment) Act, 1976?
