  • There are EIGHT questions divided in TWO SECTIONS and printed both in HINDI and ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Questions no. 1 and 5 are compulsory and out of the remaining, any THREE are to be attemp choosing at least ONE from each section.
  • The number of marks carried by a question / part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided. marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a quest shall be counted even if attempted partly.
  • Any page or portion of the page left blank in Question-cum-Answer Booklet must be clearly struck off.

Q1. निम्नलिखित प्रत्येक प्रश्न का लगभग 150 शब्दों में उत्तर दीजिए :
Answer all of the following questions in about 150 words each:

(a) “संप्रभुता नागरिकों तथा प्रजा पर सर्वोच्च शक्ति है, जो विधि द्वारा परिबाधित नहीं है ।”
विवेचना कीजिए ।
"Sovereignty is the supreme power over citizens and subjects, unrestrained by law." Discuss.

(b) राउल्स के अनुसार सुव्यवस्थित समाज न्याय की जन अवधारणा द्वारा प्रभावी रूप से नियमित होता है । क्या आप इससे सहमत हैं ? कारण स्पष्ट कीजिए ।
A well-ordered society, according to Rawls, is effectively regulated by a public conception of justice. Do you agree ? Give reasons.

(c) “समाजवाद स्वयं में लोकतंत्र की पूर्णता है ।” विश्लेषण कीजिए।
"Socialism itself is the fulfilment of democracy." Analyse.

(d) इस कथन का मूल्यांकन कीजिए कि प्रत्येक मानव को कुछ अविच्छेद्य (अदेय) अधिकार प्राप्त हैं ।
Evaluate the statement that all human beings have certain unalienable rights.

(e) “दंडित करने का उद्देश्य व्यक्ति में सुधार लाना होना चाहिए ।” टिप्पणी प्रस्तुत कीजिए।
"The goal in punishing should be to reform the individual." Comment.
