  • There are EIGHT questions divided in TWO SECTIONS and printed both in HINDI and in ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Questions no. 1 and 5 are compulsory and out of the remaining, any THREE are to be attempted choosing at least ONE question from each section.
  • The number of marks carried by a question / part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a question shall be counted even if attempted partly.
  • Any page or portion of the page left blank in the Question-cum-Answer Booklet must be clearly struck off.

Q1. Answer the following questions in about 150 words each :
निम्नलिखित में से प्रत्येक प्रश्न का उत्तर लगभग 150 शब्दों में दीजिए :

(a) उदारवादी लोकतंत्र से क्या अभिप्राय है ? क्या सामाजिक संसक्ति का वैयक्तिक अधिकारों की अपनी प्रबल अभिपुष्टि के साथ संतुलन बैठाने के लिए, इसको अपेक्षाकृत अधिक गहन सिद्धांतों की आवश्यकता है ? भारतीय सन्दर्भ से कारण प्रस्तुत कीजिए ।
What is meant by liberal democracy ? Does it require deeper principles for social cohesion to balance its own strong affirmation of individual rights? Give reasons from the Indian context.

(b) क्या आप इस मत का समर्थन करते हैं कि भारतीय सांस्कृतिक पहचान के लिए, बहुसंस्कृतिवाद के सिद्धांतों तथा प्रत्येक व्यक्ति की गरिमा के प्रति आदरभाव का समाकलन करने की आवश्यकता है ? अपने उत्तर की पुष्टि कीजिए ।
Do you subscribe to the view that Indian cultural identity needs to integrate the principles of multi-culturalism and respect for the dignity of each person? Justify your answer.

(c) यह कहा जाता है कि भारत के सामाजिक व्यवहार पर जाति-आधारित समूहों की पारंपरिक पकड़, विकल्पी पहचानों का निर्माण करने के सभी प्रयासों के बावजूद, बनी रही है । मोहनदास करमचंद गाँधी के आलोक में चर्चा कीजिए ।
It is said that the traditional hold of caste-based groups on Indian social behaviour has survived all attempts to build alternate identities. Discuss in the light of M.K. Gandhi.

(d) ‘दण्ड-नीति’ के आलोक में, कौटिल्य की संप्रभुता की संकल्पना पर चर्चा कीजिए ।
Discuss Kautilya's concept of sovereignty in the light of 'Danda-neeti'.

(e) भारत के लोकतंत्र में भ्रष्टाचार के उन्मूलन के लिए आप क्या उपाय सुझाते हैं ?
What measures do you suggest to eradicate corruption in Indian democracy?
