Answer the following questions in about 150 words each :

“निकट रहने वाली सरकार ही लोगों के लिए सबसे ज़्यादा महत्त्वपूर्ण सरकार होती है।” स्थानीय शासन के मूल्यों का विशेष उल्लेख करते हुए, इस कथन पर चर्चा कीजिए।
"A government next-door is the government that matters most for the people." Discuss the statement with special reference to the values of local government.

“वेस्टमिन्सटर मॉडल का तत्त्वविचार भारत की राजनीतिक संस्कृति से मेल नहीं खाता है ।” समालोचनात्मक विश्लेषण कीजिए ।
"The philosophy of the Westminster model is at odds with the political culture of India." Critically analyse.

“संलग्न कार्यालय और अधीनस्थ कार्यालय मंत्रिमंडल सचिवालय के प्रकार्यचालन के अविभाज्य अंग होते हैं ।” विवेचना कीजिए ।
"The attached offices and subordinate offices are integral to the functioning of the Cabinet Secretariat." Discuss.

यह आशंकित है कि ‘पार्श्विक प्रवेश’ अधिकारी तंत्र के राजनीतिकरण की ओर ले जाएगा । क्या आप सहमत हैं ? औचित्य सिद्ध कीजिए ।
It is apprehended that lateral entry will lead to politicisation of bureaucracy. Do you agree ? Justify.

“बिना प्रभावी जवाबदेही क्रियाविधियों के, कार्यों को ठेके पर दे देना प्रभावी सेवा संप्रदान में उल्टा नुकसानदेह हो सकता है ।” टिप्पणी कीजिए।
"Contracting out tasks without effective accountability mechanisms can be counter-productive for effective service delivery." Comment.
