Instructions

  • There are EIGHT questions divided in two Sections and printed both in HINDI and in ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Question Nos. 1 and 5 are compulsory and out of the remaining, THREE are to be attempted choosing at least ONE question from each Section.
  • The number of marks carried by a question/part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Assume suitable data, if considered necessary, and indicate the same clearly.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a question shall be counted even if attempted partly.

Q1. Answer the following in about 150 words each :
निम्नलिखित में से प्रत्येक का लगभग 150 शब्दों में उत्तर दीजिए :

(a) ‘‘इस संसार में केवल एक ही चीज़ स्थायी है, वह है परिवर्तन।’’ इस वक्तव्य पर टिप्पणी कीजिए। आपकी राय में एक सरकारी संगठन हेतु अधिक महत्त्वपूर्ण क्या है—स्थायित्व अथवा परिवर्तन?
"There is only one thing permanent in this world, i.e., change." Comment on this statement. In your opinion, what is more important for a government organization—stability or change?

(b) सरकारी अधिकारियों में अधिकांश विदेशी अधिगम तथा विकास नियुक्ति के उद्देश्यों को पूरा करने में असफल होते हैं। विभिन्न सुझाव दीजिए ताकि विदेशी प्रशिक्षण में विनियोग पर प्रत्याय में सुधार किया जा सके।
Most of the government officers fail to serve the purpose of overseas learning and development assignments. Suggest different interventions which can improve the return on investment on overseas training.

(c) (i) क्या सभी प्रकार के तनाव बुरे हैं? अपने उत्तर को तर्कसंगत रूप से स्पष्ट कीजिए।
(ii) तनाव को व्यवस्थित करने में योग तथा मनन की भूमिका की विवेचना कीजिए।
(i) Whether all types of stress are bad? Justify your answer.
(ii) Discuss the role of Yoga and Meditation in managing stress.

(d) शारीरिक सामर्थ्य, भाषा, बुद्धि एवं भावनात्मक स्थिरता के अतिरिक्त सत्यवादिता एवं अक्षतता ये दो विशेषताएँ हैं, जो किसी भी अभ्यर्थी में सर्वाधिक माँगी जाती हैं। भर्ती तथा चयन की उन तकनीकों का वर्णन कीजिए जो इन दो विशेषताओं, सत्यवादिता तथा अक्षतता, को जाँचने हेतु अपनायी जाती हों।
Apart from physical ability, language, intelligence and emotional stability, honesty and integrity are the two most sought after characteristics required in any candidate. Describe the techniques followed in Recruitment and Selection to check these two characteristics of honesty and integrity.

(e) ‘‘भारत में सामाजिक उत्तरदायित्व व्यवहार की अपेक्षा सैद्धांतिक अधिक है।’’ क्या आप इस वक्तव्य से सहमत हैं? अपने उत्तर को उचित उदाहरणों से निरूपित कीजिए।
