Answer the following in about 150 words each :

(a) “लोक प्रशासन का सामर्थ्य लोक नीति निर्माण तथा क्रियान्वयन की जटिलताओं और बारीकियों की अन्वेषणा में है ।” विवेचना कीजिये ।
"The strength of Public Administration is in its exploration of the complexities and nuances of public policy making and implementation." Discuss.

(b) “टेलर के वैज्ञानिक प्रबन्ध में विश्लेषण के सिद्धान्त और कार्यवाही के सिद्धान्त में अन्तर नहीं किया गया ।” टिप्पणी कीजिये ।
"Principles of analysis and principles of action were not differentiated in Taylor's scientific management." Comment.

(c) “विधि के शासन के अनुप्रयोग में स्वेच्छाचारिता कमजोर शासन का प्राथमिक कारण है ।” विवेचना कीजिये ।
"Arbitrariness in the application of rule of law is a primary cause of poor governance." Discuss.

(d) “जवाबदेयता और उत्तरदायित्व के सन्दर्भ में संगठन के विभाग, मण्डल तथा आयोग संगठन के भिन्न प्रारूप हैं ।” विश्लेषण कीजिये ।
"Departments, Boards and Commissions as forms of organization are dissimilar in the context of accountability and responsibility." Analyse.

(e) प्रशासनिक मानव, मनोवैज्ञानिक मानव तथा तार्किक मानव का सेतुबन्धन है । व्याख्या कीजिये ।
Administrative man bridges the psychological man and the rational man. Explain.

(a) “शासन की ओर गतिशीलता, प्रबन्ध एवम् लोक प्रशासन के लिये एक सांगठनिक अवधारणा है क्योंकि प्रशासन का केन्द्रबिन्दु नौकरशाही राज्य से ‘खोखला राज्य’ और ‘तृतीय पक्ष सरकार’ की ओर स्थानान्तरित हो रहा है ।” आलोचनात्मक परीक्षण कीजिये ।
"The movement towards governance as an organizing concept for public administration and management is because the focus of administration has been shifting from the bureaucratic state to the 'hollow state' and 'third-party government'." Critically examine.

(b) “भविष्य के संगठन सावयवी-अनुकूली संरचनाऐं होंगी परन्तु वे अस्थायी व्यवस्थाऐं होंगी ।” वाँरेन बेनिस ने संगठन के नये प्रारूप का चरित्र-चित्रण किस प्रकार से किया है, विवेचना कीजिये।

(c) “उत्पादकता कार्यदशाओं का परिणाम नहीं बल्कि कार्य निष्पादन के प्रति कामगारों की भावनात्मक प्रतिक्रिया का परिणाम है ।” क्या एल्टन मेयो के निष्कर्ष समसामयिक संगठनों में प्रासंगिक है ?
