Q3. प्रश्न 3. निम्नलिखित अवतरण का सार एक–तिहाई शब्दों में लिखिए । ‘अभिव्यक्ति की स्वतंत्रता’ का आज बहुत जोर है । कलाकार हो, साहित्यकार हो, दूरसंचार माध्यम हो, पत्रकार हो सभी अभिव्यक्ति की स्वतंत्रता का राग अलापते दिखायी देते हैं । मगर विडंबना यह है कि अभिव्यक्ति की स्वतंत्रता का नारा बुलन्द करने वाले ही इसका सर्वाधिक दुरुपयोग करते नजर आते हैं । संविधान में अभिव्यक्ति की स्वतंत्रता का अधिकार दिया गया है । प्रत्येक व्यक्ति अपनी बात कहने के लिये स्वतंत्र है । उसी प्रकार दूसरा पक्ष उसके विरोध में बात रखने के लिये भी स्वतंत्र है । लोकतंत्र में ऐसी स्वतंत्रता होनी भी चाहिये । लेकिन यह भी ध्यान रखना चाहिये कि जिस प्रकार हमें अपनी बात कहने की स्वतंत्रता है, उसी प्रकार दूसरे को भी अपनी बात रखने की स्वतंत्रता है । दूसरे पक्ष की बात भले ही न माने, पर सुनने का साहस व धैर्य तो रखना ही चाहिये । हमारे देश में ‘अभिव्यक्ति की स्वतंत्रता’ का उपयोग अधिकार के रूप में नहीं, अपितु एक हथियार के रूप में किया जाता है । नारा लगाने वाले अपनी बात कहने के लिये तो अभिव्यक्ति की स्वतंत्रता चाहते हैं, पर उनकी बात के विपरीत पक्ष रखने वालों को उनकी बात कहने देना नहीं चाहते । वास्तव में ऐसे लोग अभिव्यक्ति की स्वतंत्रता नहीं, बल्कि आधिकारिक स्वच्छन्दता चाहते हैं ।
