  • There are EIGHT questions divided in TWO SECTIONS and printed both in HINDI and in ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Questions no. 1 and 5 are compulsory and out of the remaining, any THREE are to be attempted choosing at least ONE from each section.
  • The number of marks carried by a question / part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a question shall be counted even if attempted partly.
  • Any page or portion of the page left blank in the Question-cum-Answer Booklet must be clearly struck off.

Section A

Q1. Attempt all of the following questions in about 150 words each :
निम्नलिखित में से प्रत्येक प्रश्न का उत्तर लगभग 150 शब्दों में दीजिए :

(a) “1773 के विनियमन (रेग्यूलेटिंग) अधिनियम द्वारा न केवल प्रशासन में मान्यताओं को सन्निविष्ट किया गया अपितु इसके द्वारा भारत में केन्द्रीकृत प्रशासन की नींव भी पड़ी ।” व्याख्या कीजिए ।

“The Regulating Act of 1773 not only introduced values in administration but also laid the foundation of centralized administration in India.” Explain.

(b) क्या आपके विचार में संविधान की प्रस्तावना में प्रतिष्ठापित कतिपय आदर्श आज भी केवल काग़ज़ पर रह गए हैं ? आलोचनात्मक मूल्यांकन कीजिए ।

Do you think that some of the ideals enshrined in the Preamble of the Constitution remain only on paper even today? Critically evaluate.

(c) भारत में सहकारी संघवाद को पुन:परिभाषित तथा क्रियान्वित करने के लिए उठाए गए कदमों की प्रभावशीलता का परीक्षण कीजिए ।

Examine the efficacy of the measures taken to redefine and execute cooperative federalism in India.

(d) उदारीकरण, निजीकरण और वैश्वीकरण के सन्दर्भ में महारत्ना, नवरत्ना और मिनीरत्ना किस्म के सार्वजनिक क्षेत्रक उपक्रमों की क्षमता तथा उनकी निष्पादनशीलता का मूल्यांकन कीजिए ।

Evaluate the performance and efficacy of the Maharatna, Navratna and Miniratna type of Public Sector Undertakings in the context of Liberalization, Privatization and Globalization (LPG).

(e) “विकास क्षेत्रों में ग़ैर-सरकारी संगठनों की बढ़ती हुई प्रतिष्ठा का राज्य की घटती हुई वैधता से सम्बन्ध काफ़ी गहरा है ।” व्याख्या कीजिए।

"The growing prominence of NGOs in development areas is strongly related to the declining legitimacy of the State." Explain.
