Q1. निम्नलिखित में से प्रत्येक का लगभग 150 शब्दों में उत्तर दीजिए। प्रासंगिक प्रावधानों तथा न्यायिक निर्णयों को अपने उत्तर के समर्थन में दीजिए : Answer the following in about 150 words each. Support your answer with relevant provisions and judicial pronouncements :

(a) ‘‘समस्त सरकारी सेवकों पर सांविधानिक संरक्षा के उपबंध लागू नहीं होते हैं।’’ समझाइए। "Provisions of constitutional safeguard do not apply on all government servants." Elucidate.

(b) भा० द० सं०, 1860 के अन्तर्गत सजा के रूप में विभिन्न प्रकार के कारावास के प्रावधान क्या हैं? क्या कैदी अपने द्वारा किए गए कार्य के लिए किसी पारिश्रमिक के लिए अधिकृत हैं? विवेचना कीजिए। What are the different kinds of imprisonment provided as punishment under the IPC, 1860? Are the prisoners entitled to any wages for the work done by them? Discuss.

(c) ‘‘ऐसे साक्ष्य जो सुसंगत होते हैं, यह आवश्यक नहीं कि वे ग्राह्य भी हों।’’ उदाहरणों की सहायता से स्पष्ट कीजिए। "The evidences which are relevant, it is not necessary that they are admissible also." Explain with the help of illustrations.

(d) दिल्ली विशेष पुलिस स्थापना अधिनियम, 1946 के अन्तर्गत पुलिस अधीक्षक और उससे ऊपर के पर्दो पर नियुक्ति के लिए गठित समिति की संरचना की व्याख्या कीजिए। Explain the composition of the committee constituted for appointment to the posts of Superintendent of Police and above under the Delhi Special Police Establishment Act, 1946.

(e) आयुध अधिनियम, 1959 के अन्तर्गत गोला-बारूद तथा प्रतिषिद्ध गोला-बारूद से आप क्या समझते हैं? इस अधिनियम के क्या उद्देश्य हैं? वर्णन कीजिए। What do you mean by ammunition and prohibited ammunition as under the Arms Act, 1959? What are the purposes of this Act? Describe.

In this context, elucidate substantive and procedural restrictions.

(a) वाक् और अभिव्यक्ति की स्वतन्त्रता का अधिकार युक्तियुक्त निर्बन्धनों के अधीन है, जो लोचक प्रकृति का है। इस सन्दर्भ में मौलिक और प्रक्रियात्मक निर्बन्धनों का वर्णन कीजिए। Right to freedom of speech and expression is subject to reasonable restriction, which is elastic in nature. (b) शीघ्र विचारण के मूल सिद्धान्त का परीक्षण कीजिए कि "अन्वेषण संविधि द्वारा दी गयी अधिकतम अवधि की अपेक्षा समयबद्ध कार्यक्रम के अन्तर्गत पूरा होना चाहिए"। Examine the fundamental principle of speedy trial that "the investigation must" be completed within time-bound programme in spite of maximum time provided by statute law".
