  • There are EIGHT questions divided in TWO SECTIONS and printed both in HINDI and in ENGLISH.
  • Candidate has to attempt FIVE questions in all.
  • Question Nos. 1 and 5 are compulsory and out of the remaining, any THREE are to be attempted choosing at least ONE question from each Section.
  • The number of marks carried by a question/part is indicated against it.
  • Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Word limit in questions, wherever specified, should be adhered to.
  • Attempts of questions shall be counted in sequential order.
  • Unless struck off, attempt of a question shall be counted even if attempted partly.
  • Any page or portion of the page left blank in the Question-cum-Answer Booklet must be clearly struck off.

Q1. Answer the following questions in about 150 words each:

(a) "लोक प्रशासन की बिद्या के बिस्तार का निर्धारण, प्रशासनिक तंत्र क्या करता है, के द्वारा किया जाता है।" क्या इसका अर्थ यह है कि इस विद्या का विस्तार सीमा-होन है ? व्याख्या करें ।

"The scope of the discipline of Public Administration is determined by what an administrative system does." Does it mean that the scope of this discipline is boundaryless ? Explain.

(b) "मैक्स वेबर के अधिकारितंत्रीय विश्लेषण में, युक्तिसंगतता तथा दक्षता की संकल्पनाएं अंतर्ग्रथित हैं।" टिप्पणी कीजिए ।

"The concepts of rationality and efficiency are intertwined in the bureaucratic analysis of Max Weber." Comment.

(c) "अपने पूर्ववर्ती नवलोक प्रबन्धन की तुलना में नवलोक सेवा उपागम एक सुधार है।" चर्चा कीजिए ।

"New Public Service approach is an improvement over its predecessor, New Public Management." Discuss.

(d) "एक नेता एक जन-विकासक होता है"(नेपोलियन) । अधीनस्थों के विकास के कौन से पक्ष किसी नेता द्वारा सकारात्मक ढंग से प्रभावित किए जा सकते हैं ? चर्चा कीजिए ।

"A leader is a people's developer" (Napoleon). Which aspects of subordinates' development can be positively influenced by a leader ? Discuss.

(e) "हरबर्ट साइमन की पुस्तक एडमिनिस्ट्रेटिव बिहेवियर लोक प्रशासन के अध्ययन के शास्त्रीय तथा व्यवहारवादी उपागमों का संश्लेषण प्रस्तुत करती है।" समझाएं।

"Herbert Simon's book Administrative Behavior presents a synthesis of the classical and behavioural approaches to the study of Public Administration." Explain.

(a) इवाइट बाल्डो अपनी पुस्तक, द एडमिनिस्ट्रेटिव स्टेट में जोर दे कर उल्लेख करते हैं कि प्रशासनिक थियोरी की जड़ें राजनीतिक थियोरी में स्थित होती हैं । वाल्डो के मत का समालोचनात्मक परीक्षण कीजिए ।

Dwight Waldo in his book, The Administrative State emphatically mentions that the roots of administrative theory lie in political theory. Critically examine Waldo's contention.

(b) "नव लोक प्रशासन के द्वारा समर्थित दृश्यप्रपंचशास्त्र (फिनॉमोनोलोजिकल) उपागम ने लोक प्रशासन में थियोरी निर्माण के मार्ग को अवरोधित कर दिया है।" टिप्पणी करें।

"The Phenomenological Approach advocated by the New Public Administration has obstructed the path of theory building in Public Administration." Comment.

(c) लोक-निजी सहभागिताओं (PPP) में सार्वजनिक क्षेत्रक केन्द्रित तथा बाज़ार-केन्द्रित परिप्रेक्ष्यों की अत्यावश्यक विशेषताओं पर चर्चा कीजिए तथा दोनों की पारस्परिक तुलना भी कीजिए ।

Discuss the essential characteristics of public sector-centred and market-centred perspectives in Public Private Partnerships and also compare the two.

(a) "संप्रेषण 'सरकार की तंत्रिकाओं' का निरूपण करता है" (कार्ल डायश) । सरकार के अन्दर कार्यरत सम्प्रेषण-तंत्र को किस प्रकार अधिक प्रभावी, संवेदनशील तथा अभिप्रेरक बनाया जा सकता है ?

"Communication represents the "Nerves of Government" (Karl Deutsch). How can the communication system in the government be made more effective, responsive and motivational ?

(b) "राजनीतिक तथा प्रशासनिक संत्रों का सम्बन्ध पारस्परिकता लिए हुए होता है।" चर्चा कीजिए।

"Political and administrative systems have reciprocal relationship." Discuss.
