- इसमें आठ प्रश्न हैं जो दो खण्डों में विभाजित हैं तथा हिन्दी और अंग्रेजी दोनों में छपे हुए हैं।
- परीक्षार्थी को कुल पाँच प्रश्नों के उत्तर देने हैं।
- प्रश्न संख्या 1 और 5 अनिवार्य हैं तथा बाकी प्रश्नों में से प्रत्येक खण्ड से कम-से-कम एक प्रश्न चुनकर तीन प्रश्नों के उत्तर दीजिए।
- प्रत्येक प्रश्न/भाग के लिए नियत अंक उसके सामने दिए गए हैं।
- प्रश्नों के उत्तर उसी प्राधिकृत माध्यम में लिखे जाने चाहिए, जिसका उल्लेख आपके प्रवेश-पत्र में किया गया है, और इस माध्यम का स्पष्ट उल्लेख प्रश्न-सह-उत्तर (क्यू॰ सी॰ ए॰) पुस्तिका के मुखपृष्ठ पर निर्दिष्ट स्थान पर किया जाना चाहिए।

खण्ड-A / SECTION-A:
1.
(a) Prove that निम्नलिखित प्रत्येक प्रश्न का उत्तर लगभग 150 शब्दों में दीजिए: 10× 5 = 50 Answer the following questions in about 150 words each : [8 Marks]
(b) उच्च न्यायालयों से आपराधिक मामलों में आने वाली अपीलों के सम्बन्ध में उच्चतम न्यायालय की अपीलीय अधिकारिता का परीक्षण कीजिए। Examine the appellate jurisdiction of the Supreme Court in appeals from High Courts in regard to criminal matters. [8 Marks]
(c) संसद अथवा किसी राज्य विधायिका को अपने निर्धारित कार्यक्षेत्र में ही रहना चाहिए तथा अन्यों के विषयक्षेत्र में अतिक्रमण नहीं करना चाहिए। आलोचनात्मक परीक्षण कीजिए। The Parliament or any State Legislature should keep within the domain assigned to it and not encroach upon the other's subject. (d) नियम का कोई अपवाद है? वर्णन कीजिए। "Every person who is a member of civil service of the Union holds office during the pleasure of the President." Is there any exception to this rule? Describe. [8 Marks]
(e) The Forest Department aims to afforest up to 100 hectares with teak and pine to भारतीय संविधान प्रत्यायोजन की अनुमति तो देता है, लेकिन साथ ही मूल विधि से सरेखण एवम् विधायी आशय को सुरक्षित रखने हेतु विशेष प्रतिबन्ध भी आरोपित करता है। दृष्टान्तों की सहायता से परीक्षण कीजिए। The Indian Constitution permits delegation but imposes specific restrictions to ensure alignment with the Parent Act and protect legislative intent. Examine with illustrations. ‘‘सुसंगत मूलभूत अधिकार के उल्लंघन में अथवा असंगत होने की सीमा तक ही कोई विधि शून्य होगी।’’ निर्णीत वादों की सहायता से स्पष्ट कीजिए। "A law is void only to the extent of inconsistency or contravention with the relevant Fundamental Right." Explain with the help of decided cases. Formulate this as a Linear Programming Problem. Also prove that if p is an odd prime, there is no group having exactly p elements of order p. [8 Marks]

(a) लोक हित वाद की अवधारणा 'लोकस स्टैन्डी' के नियम का अपवाद है। भारत में अग्रणी वार्दो की सहायता से इसके विकास, उद्देश्यों तथा लक्ष्यों के सन्दर्भ में विस्तारित कीजिए। इसकी कमियों का भी वर्णन कीजिए। The concept of Public Interest Litigation is an exception to the rule of 'locus standi'. Elaborate in the light of its evolution, aims and objects in India with 20 the help of leading cases. Also discuss its drawbacks. ‘‘संविधानवाद एक मूल विधि के अन्तर्गत सीमित शासन की अवधारणा है।’’ इसके आलोक में, संविधान तथा [10 Marks]
(b) संविधानवाद की सुस्पष्ट विशेषताओं के मध्य अन्तर स्थापित कीजिए। "Constitutionalism is the concept of limited government under a Fundamental Law." In the light of this, differentiate between distinctive features of 15 Constitution and Constitutionalism. [15 Marks]
